Dear HCV Participants and Landlords,
During this period of the Federal Government Shutdown, Charter Oak Communities is committed to keeping you informed about the status of Housing Assistance Payments (HAP) and Utility Allowance Payments (UAP).
As you know, the Housing Choice Voucher (HCV) Program is fully funded by the U.S. Department of Housing and Urban Development (HUD). No funds are provided by any other source, including the State of Connecticut, the City of Stamford or by Charter Oak Communities.
First, we want to assure you that all HAP and UAP payments for October 2025 have been processed and issued as scheduled. So long as the shutdown remains in effect, however, we do not anticipate that HUD will provide funding beyond October. While we assume, based upon prior experience, that HUD will catch up with payments once the shutdown ends, COC is unable to issue payments until then. Please also note that during the shutdown, tenants are still responsible for paying their portion of the rent as usual.
