Properties with Open Waiting Lists

To apply online, you will first need to create an Applicant Portal account. As part of the application process, you will be asked to upload any required supporting documentation.

If you have previously created a Rent Café account with another agency or property, you may receive an “Invalid Account” message when attempting to register. This means an account already exists under your email address.

To continue, you can:

  • Click “Forgot password” to reset your password and access your existing account, or
  • Create a new account using a different email address.

If you received a paper application, it may be delivered to our Central Office located at 22 Clinton Avenue or emailed to [email protected].

Income Eligibility

Each community has its own income eligibility requirements. To be placed on a waiting list, applicants must meet the income requirements for the community or program they are applying to. Please visit each Properties page to view specific income guidelines.

Citizenship Documentation

HUD requires all applicants who were born outside of the United States to provide documentation confirming their citizenship or eligible immigration status. Acceptable documentation includes: United States passport, Permanent Resident Card (Green card) or Employment Authorization Document (work permit).

Applicant Responsibilities

It is important to keep your application information current while you are on the waiting list. Applicants are responsible for updating any changes to their household composition, income, mailing address, email address, or other contact information through the Applicant Portal.

Charter Oak Communities primarily communicates with applicants through the Applicant Portal and the email address associated with the account. Keeping your contact information up to date ensures you receive important notices and requests regarding your application.

Applicants must respond promptly to requests for updated documentation or information needed to determine continued eligibility or confirm their interest in remaining on the waiting list. Failure to update your contact information or respond to communications by the requested deadline may result in your application being removed from the waiting list.
