The Housing Authority of the City of Stamford d/b/a Charter Oak Communities (“COC”) is seeking proposals from a qualified broker to be an employee benefits advisor and broker for medical, dental and vision benefit plans. The broker would be a strategic partner, compliance advisor, employee advocate, and educator.

The selected broker will assist COC with the new plan year effective December 1, 2026, by providing ongoing strategic guidance related to plan design, funding strategies, cost-containment initiatives, carrier negotiations, employee advocacy, regulatory compliance, and benefits administration. Services will also include the development of a multi-year employee benefits strategy, support during collective bargaining discussions and negotiations, claims and trend analysis, employee education and communication, and ongoing consultation to support competitive and sustainable benefit offerings.

Compensation for advisory and brokerage services will be based on a flat-fee model. Interested brokers may obtain the complete Request for Proposals (“RFP”), including detailed scope of services, submission requirements, and evaluation criteria, from COC. Proposals are due by Wednesday July 1, 2026, by 2PM EST, and must be submitted in accordance with the requirements set forth in the RFP.
