The PHA Plan is a comprehensive guide to public housing agency (PHA) policies, programs, operations, and strategies for meeting local housing needs and goals. The purpose of the plan is to centralize key information for public housing residents, voucher participants and/or members of the public to easily access PHA policies and procedures regarding the administration of affordable housing programs, funded by HUD.

On February 23, 2025, the Year 26 draft Agency Plan of the Housing Authority of the City of Stamford (HACS), as required under Section 511 of the Quality Housing and Work Responsibility Act (QHWRA) of 1998 and described per regulation at 24 CFR 903, will be released for a forty-five (45) day public review and comment period.
The Agency Plan is scheduled to be submitted to the U.S. Department of Housing and Urban Development (HUD) on, or before, April 16, 2026.
On April 8, 2026, at 6:00 pm, a Public Hearing will be in the Community Room of Post House, located at 40 Clinton Ave., Stamford, Connecticut. This location is fully accessible.
