Emergency Housing Vouchers
Charter Oak Communities will be accepting direct referrals from Opening Doors Fairfield County (ODFC) Continuum of Care (CoC) for the Emergency Housing Vouchers (EHV) Program effective August 4, 2021. As part of this process, COC will is also amend their HCV Administrative Plan and will be soliciting public comments from July 25, 2021, through August 3, 2021.

Emergency Housing Vouchers
Charter Oak Communities will be accepting direct referrals from Opening Doors Fairfield County (ODFC) Continuum of Care (CoC) for the Emergency Housing Vouchers (EHV) Program effective August 4, 2021.
To be eligible for an EHV, applicants must meet one of four eligibility categories:
- Homeless
- Fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking
- Recently homeless and for whom providing rental assistance will prevent the family’s homelessness or having high risk of housing instability.
EHVs are limited to the eligibility requirements listed above. Households currently experiencing homelessness, housing instability, or the eligibility requirement listed above should contact 2-1-1.
Charter Oak Communities will not be accepting EHV applications to place individuals or families on a referral list. The EHV program is separate from the Housing Choice Voucher program.
